Meeting Initiation

Meeting called to order at 7:45 pm by David DePree.

 

Meeting Discussion

v      Kahn distributed a handout of her research pertaining to waste water and storm water. The group determined that a net reduction of nitrogen levels as measured at the well was a critical point. DePree pointed out that as long as mounding is not impacted and nitrates levels are not increased then we are okay.

v      Kahn suggested that the Selectmen work with Horsley and Witten on the nitrate and mounding issues. She suggested that environmental changes in the long run create savings. Kopel agreed with Kahn.

v      Kahn expressed concerns that the BioClear system mentioned by Frontier uses nozzles which can clog. DePree noted that these systems need to be monitored;  Liebman suggested it is in the Town’s best interest to keep the monitoring with the Town, especially if we are looking to add waste water treatment from some of the surrounding area.

v      Liebman felt that Frontier was a bit vague on the number if bedrooms it has planned—numbers are stated in terms of units—and we need to be more precise in order to calculate use. For elderly, a one or two bedroom unit is calculated as using 150 gpd; for more than two bedrooms (den/office counts as potential bedroom), the calculation is 110 gpd per bedroom.

v      Kopel asked about going over the 10,000gpd; DePree stated that would be more costly.

v      Edwards wants the building to be a “green showcase”; again, cost is a consideration.

v      DePree stated that Timilty stated that the 80/20 program working with the financing and tax credits allow the town to count all units as affordable. All agreed that it is critical that all units need to count as affordable.

v      Liebman stated that the concerns expressed at the BOS hearing last week about traffic issues will now be complicated by the new traffic light; DePree stated that Frontier will do a traffic study as part of the project.

v      The site development schedule is 18 months from the signing of the lease. .

v      Frontier would restore the building per the criteria of the Massachusetts National Park Service guidelines.

v      The site it will include a landscaped park. At the BOS hearing, abutters appeared to be happy with the preliminary plan.

v      Gordon questioned why mixed use wasn’t pushed; Kahn noted the set-back from the street is not good to make retail viable and Liebman/Edwards noted that there are numerous empty retail stores in the area, making the retail less feasible economically than we would like. DePree noted, however, the project will spur neighborhood ecomonic development.
